Most probably not... too soon for a legit spinoff. This is probably just moneygrubbing marketing.
Battlestar Galactica has been so successful that a prequel spin-off, titled Caprica, is now in development. Caprica will tell the story of events some 50 years before the attack and will differ stylistically from Galactica. The new show will be, "much more romantic, and much more of a soap, [dealing] with a corporation and the man in charge of that corporation who in a very innocent and idealized way propagated the artificial intelligence technology that would later become [unbeknownst to him and those involved in the series] the Cylons," Eick said.
Both Galactica and Caprica will be on SCI FI Channel because, "They said, 'We'll buy it ... go write it.' So that is what we are doing."
On July 20, 2008, the Sci Fi Channel announced the network might pick up Caprica as a series early, and make the pilot an extended season premiere. This could push the project's broadcast date to 2009

Well I think it is better to be negative and right, with the potential for a nice surprise, than to be positive and see that you were wrong and it will be utter rubbish. At least with TV shows anyway
I probably won't be watching this one but I dont have anything against it

I really don't think you can call a scifi as a Soap... Soaps run more then once a week, with continue story lines. While Battlestars G had continue story lines between episode they didn't do it like a Soap, I just don't think it possible
